Mission Vuelvan Caras: 2 Years of Achievements

The seed of popular economy started sprouting 2 years ago, on March 12, 2004, when President Hugo Chávez launched Mission Vuelvan Caras (Mission About-Face). Some thought it was something crazy, others thought it was a hope. But today, two years after the “creative madness,” it has become a reality lighting up the hearts of thousand Venezuelans that trained to change the by-then existing economic model into one that is more human, just, joint, democratic and cooperative - rather than capitalist - according to Venezuelan Minister of Popular Economy (Minep, Spanish acronym), Oly Millán, on the occasion of the 2nd Anniversary of this mission. Minister Millán stated that Mission Vuelvan Caras seeks to transfer the financial power and to democratize the production means by offering technical and sociopolitical training and popular cooperative organization. One of this mission’s greatest achievements is that “these people learned to fly; they sow, farm and produce food; they show our beauties and history to natives and foreigners; they build houses, make clothes, shoes, and furniture; they help their brothers and sisters in the streets. Our people produce all around the country with a high political and organization awareness. Our people did not only learn to fish, but to build the fishing rod. We train and finance the self-managed, collective and responsible work.”
Minister of Popular Economy pointed out that Mission Vuelvan Caras’ xobjective is to guarantee Venezuela’s economic sovereignty in priority fields such as construction of houses, food, shoes, textiles, and mechanics; such fields are basic for developing the economic self-sustainability process. “In this sense, all this comes from the commitment and efforts made by the 6,814 cooperatives shaped within this Mission in the years 2004 and 2005 after 260,000 participants trained for the productive and liberating work. These “battle fronts” aim at attacking in these primary fields.”
Oly Millán explained that the Venezuelan reality is currently based on a new cooperative movement, which has proven to be pillar of the government’s alternative economic model. Therefore, in order to guarantee this mission’s functioning, the productive projects have not only been financed, but the State invested in a steady training process whose results are in the full view of all Venezuelans, who today can have high quality products and services at good prices and who can be proud of having products “Made in Cooperatives and Made in Venezuela.”
Minister of Popular Economy highlighted that “currently there are 130 Endogenous Development Centers in Venezuela. They do not just strengthen local economies, but also the socio-political process by making easier the organization, as well as causing a direct stir in providing welfare and a better standard of life in their communities. They also favor the Venezuelan territory’s deconcentration of population.”
“These centers – made up of lanceros and lanceras (participants in Vuelvan Caras) – have changed their nearby communities by committing to social responsibility, which is the main guideline of the Venezuelan government in Mission Vuelvan Caras. We all have to help; we all have to defeat poverty and misery.”
The great heroes in all these years of learning, rectifications and achievements are the lanceros and lanceras of Mission Vuelvan Caras. These Venezuelans believed and believe in the country. They have shown a high level of political awareness by assuming the values of helping each other, effort, responsibility, democracy, equality and solidarity. This has made possible to work fast and effectively in the benefit of their communities.
Minister Oly Millán affirmed that Mission Vuelvan Caras will make sure that the seed sown in the hearts of the lanceros and lanceras continues growing in the year 2006. Also it will sow new seeds in more than 700 Venezuelans that will be trained in order to spread the productive potential in the country and to promote the country’s development by incorporating the long excluded population. The Venezuelan people have fully demonstrated that they respond to the slogan “About-Face, charge!” because they are aware, they learn and they build.
Successful Numbers
By training 700,000 Venezuelans in Mission Vuelvan Caras in the year 2006, we will experience a 260 per cent increase in the numbers of lanceros and lanceras in comparison to Mission Vuelvan Caras 2004-2005, when 264,720 lanceros were trained.
These lanceros and lanceras will make up 28,000 new productive associative units in the form of cooperatives, small businesses, community business, associations and production networks. This will mean a 400 per cent increase in the number of Vuelvan Caras Productive Associative Units in comparison to Mission Vuelvan Caras 2004-2005, when 6,814 productive associative units were created.
